Okanagan Women’s Committee Meeting May 13th 2011

In attendance: Annette Hale, Kelly Megyesi, Susan Yaciw, Joy Harrison, Roberta Gourlie, Kareen Stanich, Linda Woods, Martha Johnson, Regina Brennan, & guest Sheila Dunnachie.

The committee took advantage of being together at the PSAC Convention in Vancouver.  In support of women, everyone wore pink and participated in “See Yew Friday”.

Kelly Megyesi is running for the BC Women’s position and most of the committee were able to assist with her campaign. Voting to be held at breakfast meeting Sat morning.

Sheila is a retired union member/activist and it was interesting to hear about her role in supporting women within the union.

The meeting was mostly informal discussions, which ranged from the Federal election, participation in the Okanagan Committee, PSAC elections, ideas for upcoming activities, strategies, etc.

Joy Harrison was congratulated for her presentation on APSAR that day. She presented to the floor and set-up a booth outside of plenary with information and registration forms.

It was wonderful to have all of our active Okanagan members at convention. Everyone is fully participating, whether a delegate or an observer. It has been rewarding to see the growth & solidarity of our group.

Members were asked to keep the date of June 24th, 2011 open as the Human Rights Group (Annette, Martha, Kelly, & hopefully Maria Luiza will be back from Brazil) will be hosting their first event which is a Amnesty Dinner – Taste of Justice.

Unable to report out on financial information as meeting is in Vancouver but there has been no major change since last meeting. Financial will be updated at our next meeting.

The meeting was called to order at 11:15a.m. with Kelly Megyesi in the chair via teleconference.

Minutes: Minutes from September 14, 2009 were reviewed. m/s/c

Roberta distributed copies of Kelly’s report for year ending December 31, 2009, year-end
financial statement, transaction breakdown, bank statement ending December 31, 2009,
and a 2010 budget.

Treasurer’s Report:
- The year-end financial statement was reviewed. $2108.00 balance.
- Donations were lower last year than year previous due to anticipated funding for
observer attendance at PSAC Convention. Observer became delegate so $600
funding returned.
Motion: Kelly moved, Susan seconded THAT 2009 Treasurer’s Report be
accepted as distributed. Carried
Motion: Darrell-Lee moved, Susan seconded THAT 2010 Budget be
accepted as distributed. Carried.

Old Business:
1) Andrée Coté Event:
- Andrée unable to attend meeting so event cancelled as previously notified via emails.
New Business:
1) International Women’s Day:
- Suggestions requested by Kelly regarding IWD activities and/or recognition.
Unanimous agreement to use Gaby’s logo that was on the sticky notes last year,
on a different product this year.
Motion : Roberta Gourlie moved, Susan Yaciw seconded THAT up to $500
be budgeted for creation and purchase of promotional item endorsed
with Gaby’s logo. Carried
Action: Kelly will check into items such as safety carabineer or other item and
send e-mail with options to vote on.
2) BC Regional Women’s Conference:
- Conference being held in June 2010.
- Kelly on organizing committee and Annette Hale volunteered to help when able,
including participating in up-coming conference call.
3) Elections:
Elections were held for all positions with the following results:
Chair – Kelly Megyesi acclaimed.
Vice-Chair – Maria-Luiza Romano acclaimed.
Secretary – Roberta Gourlie acclaimed (assistance later in year from others
depending upon results of formation of South Okanagan Area Council)
Treasurer – Kelly Megyesi acclaimed.
Round Table:
Kelly suggested the Okanagan establish a PSAC Human Rights Committee. Support from
remaining members present to support and pursue this option.
Action: Kelly will obtain further information on what’s involved in establishing
a local committee and sent out via e-mail.

Old Business:

1) Formation of South Okanagan Area Council

It is being decided that this will not be pursued currently.  Maybe in future after Martha is more familiar with the operation of an Area Council.  Her local has voted to affiliate with the Okanagan Area Council.  The OAC may attend functions in the South or North Okanagan in conjunction with their meetings.

2) Workplace Watch:

Regina advises that Garry Fraser is leading PSACs Workplace Watch campaign and is looking for reports regarding differences in services such as EI wait times, appeals, personal stories.  If any, advise Regina by e-mail, who pass on to Garry.

Standing Items:

1) Regional Council Update:

- Susan Yaciw attended Leadership Phase II earlier this month.  She reports that it was good but a little repetitive with UDP content.

- The BC Regional Convention is May 13 – 15, 2011 in Vancouver.

2) Regional Office Update:

- Hetty Alcuitas was successful for Vancouver Regional Office Secretary competition.  She was working part-time and will now be full-time.  Katherine Kirkwood has been hired to fill part-time position.

- Joanna Schultz starting maternity leave June 25.  Luc Guevremont will be A/Reg’l Coordinator during Joanne’s leave.

- Garry Fraser successful in 6 mo term Regional Rep Competition and has been given the Political Action Project.

3) Education:

The following courses were held since our last meeting:

- UICA/Grievance Handling course schedule in Apr in Vernon was cancelled, only 3 registrants.

- Duty to Accommodate in Penticton Sept 25/26.

- Stewards training in Fall in Kamloops?

- Union School, November 5 to 7.

4) Labour Council Meetings:

- Next North Okanagan District meetings are Sept 8, 2010 in Kelowna at 7 pm and Oct 6, 2010 in Vernon.  Website for North Okanagan Labour Council:

- Next South Okanagan District meeting is Sept 7, the first Tuesday after the first Monday of each month.

New Business:

1) Kootenays Field Trip:

Discussion surrounding a road trip to worksites in the Kootenays.  A tentative date as been established for Aug 12 to 17 with a “Meet and Greet” in Nelson on the evening of the 13th.  Regina, Roberta, and Susan will definitely participate as part of their regional roles but anyone else wishing to come along, e-mail Susan.

Round Table:

Linda Woods – August 25th house concert with Rabble Berries

– Sept 10 is World Suicide Prevention Day.  There will be a walk in Kelowna from the Sails to Island Stage.

Joy Harrison – attended APSAR meeting in May.  There is a rumour that the “magic 85” for retirements may become “90”, changing the minimum retirement age from 55 to 60.

Darrell-Lee   –  Letter from S. Okanagan Labour Council was read, thanking the Area Council for our May Day booth contribution.

Next Meeting:  September 10 in Kelowna in conjunction with World Suicide Prevention Day.

UTE Local 20003 (Kelowna) held a CRA Mobilization / Membership appreciation lunch on September 21. We have approximately 60 members working that day with about 93% of them participating in the luncheon. As a smaller local we feel this turnout was remarkable and we feel that the outdoor venue, along with sunshine helped ensure the lunch’s success!

    • Cumberland Miners – This is a memorial event that is put on in Cumberland; to Commemorate the miners who worked and lost their lives in the mines of Cumberland and other workplaces throughout BC. Victoria Labour Council rents a bus to Cumberland and donations are made to the event.
    • Under Miscellaneous – This line item is where donations came from why was amount decreased this year.
    • Query on Miscellaneous will be forwarded to treasurer and response will be sent out.

5. By Law Amendments

  • Reviewed changes to the By-Laws. Discussion re: Section III Subsection 5 – query re when dues can be changed? Reference: Section X for process; Section IV – reviewed addition of specified term of office;
  • Section IX – query re where auditors report was? Auditors report is currently unavailable as the financial statements are not complete due to recent recall to Treasury Board Bargaining.

7. Living Wage Campaign

  • Nick provided an update. New Westminister now has a living wage bill. Coun. Randall Garrison from Esquimalt is on board with a living wage. Seth Klein will be attending the Victoria Labour Council Breakfast and will be doing a presentation on living wages. The living wage will be an ongoing topic at the Labour Council Breakfasts.
    There will be a By-Election this November for Greater Victoria City Council.
  • Kay advised that PSAC made a $1500.00 to the Coalition on Living Wage Campaign. There will be a PSAC rep who will attend the meetings in Vancouver.

8. December 6th event

  • Victoria Regional Women’s Committee is holding a Candle Light Vigil on December 6th at 5pm at the Legislature Grounds
  • Motion to donate $100.00 to the Victoria RWC to assist with costs of event. m/s/c V.Vaillancourt/J. Sidel

9. Hotels in Vancouver

  • Negotiations with 4 hotels in Vancouver. Hyatt Regency Hotel, the Westin Bayshore, the Four Seasons, and the Renaissance Vancouver Harbourside (Marriott). Strike votes will be held in about 2 weeks. A delegation of unions will be meeting with management. PSAC will no longer be booking at these hotels and the hotels will be advised of this.

10. TB Bargaining

  • Treasury Board Bargaining Team members have been called back to Ottawa for expedited bargaining with Treasury Board.
  • If members have questions they are encouraged to email TB-Q&A@psac-afpc.com Responses will be posted on the PSAC Website www.psac.com

11. CRA Bargaining

  • CRA is currently in Ottawa bargaining. They will be returning to Ottawa to continue bargaining for 2 weeks following Thanksgiving.
  • CRA has Red Bracelets that they are wearing to support their Bargaining Teams.

12. BC Regional Convention

  • May 11 – 13, 2011 in Vancouver. The call out letter will come out in October. Resolutions Deadline TBA, it will be around January. The confirmed date for resolution submissions will be in the Call Out letter.
  • Area Council is entitled to 1 Delegate.

Minutes:  Minutes from Jan 16, 2010 were reviewed.  Corrections were made to 1) S. OK Area Council    to indicate this as part of Martha, Susan, and Annette’s UDP project and 2) First Action Item to read Annette of USGE, to approach respective locals.

Treasurer’s Report:

-    CEIU local 20917 dues are two years past due and rep(s) have not been attending so considered as no longer interested in membership so written off.  Roberta has since spoken to President of this local who indicated their local will be paying arrears and current dues (organized treasurer problems).

-    $225.00 cheque to PSAC for Susan Yaciw’s Convention fee, still outstanding and now stale-dated.

Action: Amount to be returned to Financial Statement as Asset.  If Susan Y. is re-contacted for payment, cheque will be reissued.

Old Business:

1) Formation of South Okanagan Area Council

USGE has committed to support but response from Carolyn McGillivray indicates CIU may not.  Martha not at this meeting so unknown whether UVA will support.  Support from UTE likely but not confirmed.  Response from CEIU also not received yet. Decision to stay whole for now.  Response from CEIU Penticton now received who indicates support of formation of S. Okanagan Area Council.  Attendees of this meeting and Martha advised by e-mail.

2) Pension Fight:

The upcoming pension meeting in May between provincial and federal officials proceeding with reported “Everything on the table.”

Action:  Joy Harrison going to APSAR Executive Mtg at the end of May and will report out re:  Pension Fight and how Area Council can support APSAR.

-    PSEA is being reviewed.
-    Living Wage Campaign and Workplace Watch Campaign both supported.
-    The PSAC Negotiating Team for next round of bargaining has been named.

2) Regional Office Update:

-    Regina Brennan returned from her assignment with National PSAC office and has visited Okanagan during February.
-    Joanna Schultz will be leaving on maternity leave later this year.  Her replacement will be determined by competition.

3) Education:

The following courses were held since our last meeting:

- Susan, Annette, and Martha to attend final week of UDP May 1-2, 2010.
- Leadership II training proceeding in June

Action:  Susan Yaciw to forward education e-mail from Regina.

4) Labour Council Meetings:

Treasurer’s Report:

-    Balance as of March 31 was $2008.00.  Only payment was $100 to Haiti relief.

1) International Women’s Day:

-    Sample (rejected) highlighters distributed.  Agreement that not suitable.  Other swag displayed and discussed.  More suitable replacements to be ordered.
-    Kelly attended rally and breakfast in Vancouver and breakfast in Vernon.

New Business:

1) BC Regional Women’s Conference:

-    Conference being held in June 11 – 13, 2010.
-    Theme “Step Into Something that Move You.”
-    Deadline for Applications – April 28, 2010

2) Sisters in Spirit Walk:

-    From Kamloops to Manitoba.   Important to support.  Some committee members may be able to participate when the walk goes through the Salmon Arm area.

Action:  Kelly to forward e-mail to all members.

3)  Accessibility Conference – Vancouver:

-    Kelly attended.  Very good conference.  Buttons ordered “Just Say Hi” from
provincial program.

4) Bamboo Hoodies:

Roberta distributed copies of Kelly’s report for year ending December 31, 2009, year-end financial statement, transaction breakdown, bank statement ending December 31, 2009, and a 2010 budget.

Treasurer’s Report:

  • The year-end financial statement was reviewed. $2108.00 balance.
  • Donations were lower last year than year previous due to anticipated funding for observer attendance at PSAC Convention. Observer became delegate so $600 funding returned.
  • Motion: Kelly moved, Susan seconded THAT 2009 Treasurer’s Report be accepted as distributed. Carried
  • Motion: Darrell-Lee moved, Susan seconded THAT 2010 Budget be accepted as distributed. Carried.

Old Business:

1) Andrée Coté Event: Andrée unable to attend meeting so event cancelled as previously notified via e-mails.

New Business:

1) International Women’s Day:

  • Suggestions requested by Kelly regarding IWD activities and/or recognition. Unanimous agreement to use Gaby’s logo that was on the sticky notes last year, on a different product this year.
  • Motion : Roberta Gourlie moved, Susan Yaciw seconded THAT up to $500 be budgeted for creation and purchase of promotional item endorsed with Gaby’s logo. Carried
  • Action: Kelly will check into items such as safety carabineer or other item and send e-mail with options to vote on.

2) BC Regional Women’s Conference:

  • Conference being held in June 2010.
  • Kelly on organizing committee and Annette Hale volunteered to help when able, including participating in up-coming conference call.

3) Elections:

Elections were held for all positions with the following results:

  • Chair – Kelly Megyesi acclaimed.
  • Vice-Chair – Maria-Luiza Romano acclaimed.
  • Secretary – Roberta Gourlie acclaimed (assistance later in year from others depending upon results of formation of South Okanagan Area Council
  • Treasurer – Kelly Megyesi acclaimed.

Round Table:

  • Kelly suggested the Okanagan establish a PSAC Human Rights Committee. Support from remaining members present to support and pursue this option.
  • Action: Kelly will obtain further information on what’s involved in establishing a local committee and sent out via e-mail.

  • CEIU local 20917 dues are two years past due and rep(s) have not been attending so considered as no longer interested in membership so written off.

SPECIAL ITEM: Formation of South Okanagan Area Council

  • Susan handed out Area Council pamphlet and provided brief description of what Area Councils are and what they did. Some comments:
  • politics from some components regarding duplication of services
  • distance to commute to meetings
  • setting dues (currently $1/local member/yr in OAC) and splitting dues if overlap by new Area Council.
  • naming of new and renaming of existing area councils.
  • If members from 3 add’l components in South, such as USGE, UVA, CIU, CEIU committed to form area council, AGR local in Summerland committing to join South for support/experience.
  • Interest was shown from all in attendance to move forward.
  • Action: Gaby (USGE), Martha (UVA), Carolyn (CIU) will approach locals first to obtain commitment to affiliate and report back to SusanYaciw (syaciw@shaw.ca).
    Action: Roberta will contact Rosie Settle (CEIU Penticton) to explore interest.

1) APSAR:

  • stands for Association of Public Service Alliance Retirees
  • Joy reports that the Federal and Provincial Finance Ministers met in May ’09 and reviewed e-mail previously sent to Area Council members for review and comments. Changes to CPP being proposed and supported by all finance ministers.
  • Joy handed out a Supplemental Death Benefit document that members can record their pension # on and keep with their will. She advises that $11M SDB has been collected for survivors by APSAR.
  • Action: All Area Council to copy and distribute document to members in their locals.

Standing Items:

1) Regional Council Update:

  • Regina Brennan will be returning from her assignment with National PSAC on February 1, 2010. Susan reports that Regina will be attending Kelowna UTE’s AGM on Feb 17 so may be able to attend other meetings while in the area.
  • Next Regional Council meeting Mar 5 and 6 and a conference call on Thursday, Jan 21.
  • E-mail from Kay Sinclair (attached to minutes) requesting feedback and/or suggestions for changes to Section 9 of Reg’l Bylaws pertaining to delegate entitlement to the B.C. Reg’l Convention.
  • Action: Forward any comments/feedback/suggestions to Roberta (drgourlie@shaw.ca) by Jan 29who will forward to Bylaw Committee.

2) Regional Office Update:

  • Carol Pegura, Assistant to the REVP (Kay’s Assistant), has been extended until the end of June 2011.
  • Regina Brennan returning from her assignment with National PSAC office, on February 1, 2010.
  • Patricia Mullen was successful candidate for the Vancouver Regional Office Administrative Assistant.

3) Education: The following courses were held since our last meeting:

  • LOAT (Local Officer Advance Training) in Vancouver in October 2009. Roberta, Susan, Annette, and Grace attended.
  • TUB (Talking Union Basics) in Kamloops and Nelson in October 2009. Roberta attended the Nelson course.
  • UDP (Union Development Program) in Vancouver commenced in December 2009 with follow-up sessions at the end of January and in April. Susan, Annette, and
    Martha attended.
  • - Discussions surrounding desired courses for Okanagan. One day/weekend course combining ½ day mini Steward and/or Grievance Handling, and/or Facing
    Management.
  • Action: All Area Council members to canvas own local members for needs and advise Susan (syaciw@shaw.ca) by February 15, 2010.

4) Labour Council Meetings:

  • Next North Okanagan District meeting is February 3, 2010 in Kelowna at 7 p.m. Website for North Okanagan Labour Council: http://members.shaw.ca/nolc/
  • Next South Okanagan District meeting is February 9, 2010.
  • Action: Area Council members in Kelowna and Penticton to attend respective meetings where possible.

New Business:

1) Human Rights Committee:

  • Roberta read e-mail from Maria-Luiza but members unclear as to which committees may qualify as “equivalent” and which names were requested.
  • Maria-Luiza provided clarification. Different components may have different names but would committees that deal with equal opportunities and human rights issues.
  • Action: Area Council members to provide Maria-Luiza (romanom@inspection.gc.ca) with names of Reg’lComponent Human Rights Committee Chair if available and/or local rep if a local committee exists.

2) Pension Reform:

  • Darrell-Lee reviewed an e-mail regarding a Globe & Mail article regarding possible changes to the Federal Superannuation Plan mainly affection new hires. Article also refers to not only a financial deficit but also a knowledge deficit caused by large number of current employees who are scheduled to retire in 2012 with 30 years of service.
  • Possible up-coming pension battle.

3) Elections: Elections were held for all positions with the following results:

  • President – Susan Yaciw acclaimed.
  • Vice-President – Annette Hale acclaimed.
  • Secretary – Roberta Gourlie acclaimed (assistance later in year from others depending upon results of formation of South Okanagan Area Council)
  • Treasurer – Darrell-Lee McKenzie acclaimed.

Round Table:

  • Martha – Long gun Registry Repeal petition passed around.
  • Darrell-Lee – Watch for upcoming rallies in your areas organized by Canadians Against Proroguing Parliament, including Saturday, January 23 in Penticton.
  • Joy – Locals can join APSAR via membership vote, $20/yr. Is willing to be guest speaker on behalf of APSAR at any Component/Local meeting. A “Retiring from the Public Service Alliance of Canada” Booklet is available online, containing valuable information. Treasurers Report: Kelly advises there has been $1300 in revenue and $40 in expenses
leaving a balance of $2536.31. m/s/c

Old Business:

  • Susan provided copy of J. Leenhouts report of June 2008 CEIU BC/AB/Terr Womens Training and Conference (copy attached). A short training segment about media communication was presented by Koraliey Little. An update of Bountiful was provided and four working groups produced letters to the editors of major newspapers.
  • Lee Lakeman of the Vancouver Rape Relief and Crisis Center gave an insightful presentation regarding the movement to legalize prostitution prior to the 2010 Olympics. An idea of a newsletter to all members was discussed with a goal to issue quarterly or semi-annually. Title to be WOMBATS.

New Business:

2009 National Convention:

  • S. Yaciw elected as Area Council delegate. R. Gourlie elected as 1st alternate. R. Gourlie presented approximate costs to attend convention ($300 airfare, accommodation unknown, $510 meals/incidentals @$85/day, $1000 Lost Wages @ $200/day, $225 registration fee, $125 ground transportation = $2160 + accommodation.
  • Motion (Kelly, seconded by Susan) THAT $500 from OAC + $500 from ORWC be
    provided to assist alternate to attend convention.
  • Amended Motion (Kelly, seconded by Gabrielle) THAT $200/per convention day to a maximum of $1200/convention, split between OAC and ORWC, be provided to assist alternate to attend convention
  • Carried
  • Discussion surrounding amount of money in account and desire to utilize meaningfully.
  • Motion: (Kelly, seconded by Susan) moved THAT $500 be given to local womens organizations throughout Penticton, Kelowna, Vernon, Armstrong. Carried

December 6:

  • Motion: (Kelly, seconded by Nicole) moved THAT for Dec 6 National Violence Against Women Day, ads in newspaper be taken out throughout the Okanagan with this theme. Carried
  • Ad to contain similar to ORWC honours National Day of Remembrance of Violence Against Women.
  • Action: Kelly to contact Patrick at Regl office for suggestions for ad.

March 6:

  • Lots of ideas put forward on how to celebrate International Womens Day next March. Best suggestion was a card and package of stickies to every members.
  • Action: Gabrielle to design log for card.
  • Action: Susan to provide short paragraphs on OAC and ORWC.
  • Action: Kelly to obtain cost of stickies.

District Labour Council Meetings:

  • Action: Someone needed from Kelowna area to attend December meeting.

BC Regional Convention April 18-20, 2008:

  • CEIU has been reimbursed $50 for R Gourlies delegate registration fee.

Regional Office Update:

  • Janet Routledges position is currently staffed temporarily by Luc Guevremont.
  • Patrick Bragg taking on part-time communication officer in addition to his other position.
  • Position open still for assistant to Kay (Dellies contract ended in April 08). Carol is acting temporarily.

Municipal Elections:

  • Election is today. District Labour Council initiated the labour friendly candidate information for PSACs mail out to all members. Unfortunately the notification to Okanagan members only indicated recommended candidates in Kelowna.
  • Action: Susan to provide feedback to PSAC that mail out was a great idea but needs to be riding specific.

New Business:

  • Affiliated Locals are reminded that any o/s 2008 dues are now payable ($1 per member located in the Okanagan) and should be sent to: Darrell-Lee McKenzie, 15-799 Creekside, Penticton, BC,V2A 1C5.

BC Regional Council:

  • S. Yaciw reports that members are being solicited for Regional Strike Hardship Committee. Debrief from April 08 Convention recommends an ongoing standing committee for Regional Conventions instead of just instituting one for each convention.
  • USGE 20153 voting member: Agreed to among component members present at todays meetingGabrielle Villecourt.

2009 National Convention:

1) Violence Against Women:

  • K. Megyesi distributed copies of ad she inserted in several Okanagan area newspapers on December 6 08. A half page Letter to the Editor was also published in the Vernon Morning Star giving more details and explanation surrounding the National Day of Remembrance and Action on Violence Against Women.

2) Donations:

  • K. Megyesi reports that $100.00 was donated to each of the following organizations in December:
    1. Shepard Society in Kelowna
    2. South Okanagan Women in Need Society in Penticton
    3. Womens Centre in Vernon
    4. Children Who Witness Abuse Program in Armstrong.

3) International Womens Day:

  • Decision to purchase 500 sticky note pads and distribute with a letter about this event to Okanagan PSAC members.
  • Action: Annette to e-mail Gabrielle regarding a design for the sticky note pads.
  • Action: Everyone to e-mail K Megyesi (twofish@bcgrizzly.com) asap with number of pads they need for their local and an address to mail them to.

New Business:

1) Strategic Planning:

  • Suggestions Road trip to Kootenays after road construction complete.
  • Alternate meetings between Penticton, Kelowna, and Vernon
  • S. Yaciw had copy of Oct 08 Political Action Report from Vancouver Island AC and read a few excerpts.
  • Action: S. Yaciw to forward whole report to be added to minutes (see attached).

3) ORWC Elections:

  • An election for Chair and Alternate were held. The positions of Secretary and Treasurer were acclaimed. Positions resulted as follows:
